Looking at that debt-collecting agency's website it says that they call themselves "Commercial Bailiffs", which seems to be a fancy name for a debt collector. I thought they were wrong in calling themselves that, and that the only bailiffs are those appointed by the courts, but it appears that they are entitled to use that term as this article shows:-
Bailiffs: Bailiffs are debt collectors contracted on behalf of a creditor. There are different types of bailiffs, for example there are county court bailiffs, certificated bailiffs and private bailiffs who can be used by creditors to collect all different types of debts.
That's a bit worrying, as an unscrupulous debt collector could use this term to imply that the person who comes knocking on your door has the power of the County Court behind them, instead of just being an ordinary debt-collector.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

If you do not contact us following receipt of this letter we will have no alternative other than to assume that you are avoiding payment. In this situation the account will be referred to our client for their approval to apply for a county court judgement against you.

should i continue to ignore, or send off a letter of denial saying I do not believe the offense took place including a copy of my permit ?
Note: I have now left the flat and its being rented out to other tenants (Note: the correspondance goes to my family home - where my car is still registered and where my parents live)0
