i do voluntary work for a childrens charity and in my experience those families in our group who have a relative rather than a "professional" to complete the statement part are usually unsuccessful with their claims
I always advise them to get a professional to complete that part- and preferably a medical professional for a positive outcome.
It may be that the condition our chairty deals with is so unusual that without the medical statement the decision maker is unhappy to award the money - but
I always tell people to err on the side of caution wherever possible and have a medic such as a GP/OT/Physio sign it.
