With regards to criminal injuries I would wait till your husband has recovered. Part of the criteria is based on how bad his injuries are and how long it takes him to recover from them. You have 2 years to file a claim and if you file one straight away there will be a LOT of waiting while they assess your husband's condition.
As for the Police, start by speaking to the Duty Inspector and if that does not get you anywhere contact the "Professional Standards" department at your force's headquarters.0
