Car scrappage - tax disc surrender

Also, as the logbook for the old car is changed to the dealer once be trade for the £2000, how early can I send off the V14. I've been reading here that:
"only the current registered keeper can claim the refund"
or
"only the current AND the last registered keeper can claim the refund"
If it's the first scenerio, I would like to post the refund application as early as possible so not to miss out on not being the current registered keeper if anyone understands what I mean. If it's the second scenario, I won't really worry.
You can send both logbook (Section 9 - yellow in colour - is what you need to send) and V14 on same day. Or separately, makes no difference.
What happens at DVLA is that the V14 is held on a processing system for up to 21days to wait for the sale notification (or SORN) to update. Once your slip from logbook is processed this automatically allows the refund to be processed (payment is backdated to date V14 received by DVLA).
You will then receive cheque for refund, and separately a letter confirming you are no longer keeper.

I read that in the Honest John column and thought it was strange.
We scrapped our vehicle about 7 weeks ago and removed the tax disc when we arrived at the dealers. We sent it back to the DVLA and got a cheque for a refund about 7 days later.0 -
Still waiting for my tax refund - sent on 5th August. I assume that the DVLA is busy.

Honest John has misinformed you.
When you use the scrappage scheme, the car you are going to scrap must be "legal" for it to be accepted for the scheme. But it just needs to be taxed when you do the deal, and order the new car. That's all.
Once the paperwork is done, and the order completed, then you do what you want about the tax, insurance etc.0 -
I have just put our second car through the scrappage scheme and have just received the tax rebate from DVLA.
Interesting though that in both cases, different make of car, the dealer's salesman (sorry - senior sales executive) asked me for the tax disc and when I protested went away to consult his boss before agreeing that I could keep it. I wonder how many people have lost out on this.
As has been said it is no benefit to the dealer so I assume it is just ignorance.0
