paypal really do talk some crap don't they...."we can't allow you to use our service due to high risk activity" but when ask what it is that’s high risk about the account their response is...."errm....it's a secret we can't tell you"
what bollox there is nothing preventing paypal telling you what’s high risk about your account except the effort it would take them to make something up, much easier to claim they can't tell you, but lets face it this is your account, if they can't tell the account holder what’s happening with the account who can they tell?
Don't we have a right as the account holder...you know since it's our money at risk...to know what potentially high risk activity has been detected on our account?

The good news is you don't have to wait six months for your money, i'm assuming that you have done nothing fraudulent or that would pose an obvious risk of chargeback’s here other than making a normal straight forward sale. If that’s the case simply tell paypal your not satisfied with their reason (or lack of) for holding your funds and unless they tell you exactly what has happened on your account to cause paypal concern you expect them to release your funds within 48 hours, tell them this on the phone and by email but make sure you get to speak to a manager in "escalations" as the monkeys who answer the phone won't take any notice.
if paypal fail to present you with a legitimate reason for the account freeze then serve them with a seven day pre-legal notification by post and email, i have posted paypals surrey address in these forums already.
Paypal have no legal authority to freeze anyone’s money against their will, the only authorisation they have is that which you give on agreeing to their terms, however you can refuse to accept those terms now paypal have cancelled your account, if they cancel their service to you they can not claim rights under the terms of that service agreement as to bind you to a contract while not binding themselves to it is a contradiction of unfair terms in consumer contracts legislation (individuals) and the unfair contractual terms act (businesses).
to put that another way for you, if paypal want to cancel your account, which they have in the email stating they will no longer provide their services to you, that’s fine but they cant then freeze your account claiming that you agreed to it as the agreement, once cancelled by either party, is no longer in force.
Requiring a six month cancellation notice is also in breach of unfair contract legislation as it's an excessive cancellation notice period.
but lets just simplify all of the above here, the money is legally yours, you are entitled to demand it be released regardless of paypal t&c's, paypal have no legal authority to freeze money, paypal have provided you with no reasonable explanation for denying you access to your funds.
based on the above a court will almost certainly order the return of your money should you make a claim as paypal will, if they want to continue to hold onto your money for the full 6 months, have to explain to the court what exactly it is that poses such a high risk of loss to them, if they don't the court will just order the return of your money.
i have experience of people making claims against these unexplained "high risk" limitations and have yet to hear of paypal defending a claim, if your confident you have not acted in a way that presents an unusually high risk of chargeback just claim back your cash via the county court.....paypal can only do what they are doing if you let them, that’s the top and bottom of it.0
