I pop in Phones4U today some sales person say they can "BUY OUT" my contract when I lower the tariff in the last 6 months.

Did any one have this experience before?

it's possible, but what's the point of paying and getting no value, as opposed to using it to make calls?

    - but the networks have been reducing possibilities of dropping monthly rental like this, so I'd make sure this won't affect any cashback arrangement - given that it's someone at Phones4U saying it, I'd get another opinion

Its possible but only on certain deals and would probably incorporate a chequeback after 6months. What network are you on as the minimum tariffs are different on each network and how much they would need to give you would obvious differ.
