The Government could start be ending all rewards for parents who have more than 2 children.
Once you have a third child ALL associated benefits should stop and the parents should fund their own choice themselves. No child benefits, no tax credits, no paid maternity/paternity leave etc
Added to this should be an education programme to try and limit couples to having no more than 2 children. I can't see any UK Government being brave enough though, but people need to wake up to the fact that this planet is all ready struggling to support everyone and it isn't going to get any easier.0
