    People don't necessarily get turned down because they filled the forms in themselves.

    Agree with the appeal and seeking help if need be, but it would be wrong to persume the person was turned down because they filled in the forms.

    DLA is awarded based on care needs / mobility, so if the OP's brother had no problem walking, could still take care of himself, then even though he has cancer he wouldn't be entitled to DLA, even if someone else had filled in the forms for him.

    Good luck to your brother though OP, and hopefully he will get back to as near a normal life as possible and recover from the cancer. I wish him well :)
