Personally I would take the new job. The salary may not be fantastic, but it isn't too bad, especially in the current climate, and it is a change. It sounds to me like you may be stuck in a bit of a rut, which in turn is probably not doing your confidence much good or giving you much motivation. A change may affect that. You say you are a graduate of economics, but haven't said (I don't think) what you would ultimately like to do. Is that because you're still not sure, or is it because you haven't seen the dream job yet? If the latter, then consider this next job a stepping stone, you don't have to work there forever and it will be experience in a different environment.

At this stage, I know the temptation is to focus on money, but probably better to focus on getting experience of areas that will ultimately benefit you in a career that you want to do.

Take this job, make yourself more attractive to the next employer due to experience.
