Relatively small claims case.. (Royal Mail)

I sent a parcel to an 'International Business Reply Service' (IBRS) address all the way in The Netherlands. I was told by the recipient company that postage would be free, and by free I assumed they would refund me the postage. I was charged £9.30 at the post office.
A few days later I recieved no refund, and the recipient company told me that sending to an IBRS address should've been free (and after a bit of googling, this was true).
I went back to the post office and they said I should contact customer service.. customer service told me to make a claim.

How would I go about doing this? Yes, it's only £9.30 but it's still quite an amount. Is there an address whereby I can send the reciepts with a letter detailing the incident?
