Basically most ISP's provide a free USB modem simply because they are cheap and don't need a power supply, however they do continuously leach up to 500mA from your computers USB port.
They also say things like "we don't support home networking or WiFi" unless you purchase the equipment from them or pay for a higher priced premium package which includes support for a limited range of equipment.
If you use a modem/router, the simplest of which has at least one Ethernet port, you should be able to connect to virtually any computer, regardless of the operating system used, due to the fact that USB drivers are not required when Ethernet is used.
Even if you don't have a Ethernet network card (NIC) on your computer, they can be purchased for less than £5 and a basic modem/router like a Voyager 210 would allow you to connect to any ISP for much less than the cost of buying an new OS like XP.
If you are happy with Ubuntu Linux, stick with it, as you don't need XP.
