Does anyone know what compression BBC HD uses and what the bitrate for it is?

Its 9mbps MPEG 4
Used to be 20, then they cut it to 16. Two weeks back they cut it to 9mbps
As the recent cut is 40% its caused an uproar on the BBC HD blog as the picture quality has deteriorated (300 complaints in the past couple of weeks)
