I opened 2 new accounts (Halifax and Co-Op basic accounts) with a CIFAS against me... and my A&L Current Account wasnt closed either when I got a CIFAS against me.

...:(( i am quite scared now that I'm not going to be able to use this money and its lost...

If you can't pay the cheque in now, you'll still be able to do so in two months time when you can get an account. I know that might not help you if you need the cash now, but you shouldn't lose it.
...I cashed a cheque once in my account with my mum's name on it, same surname (she knew about it! ;)) so some banks will do it...

Rather than it being bank policy, it's probably because the cashier didn't look at it properly and didn't notice that it was written out to your mum rather than you! (Particularly with the same surname).

It's an anti fraud system, a marker is placed on the credit file where people have had ID theft or other issues with application fraud...;)

  • Could you open an National Savings passbook account?

I am not sure if they do CIFAS checks.

Why can the cheque not be re-issued in your dad's name? Who is it from?

or have been deemed to be defrauding the bank, which is presumably the case as a CAT2 marker won't prevent you from opening an account.
