The "bells and whistles" on web sites are usually only dependent on the web browser you have. If you install the latest version of Firefox (and maybe plugins like Flash and Java), you should see web pages in the same way as they would appear on XP or Win 7.
Having said that, ME is a pretty old, pretty buggy OS, so switching to Linux (assuming you can't get an XP CD) might be the best way forward.0
