Data & Roaming on O2 BlackBerry

I have a Blackberry Storm on O2 and recently spent time in Spain. I spoke to O2 before I left, I was aware that charges are very high when abroad for what I would normally get for free with my BlackBerry bolt-on, so I did what I was told by O2 customer services and turned roaming off.
I have recently received my O2 bill for August with an extra £17.40 on it for international data. Not so bad on the face of it (as I did turn data on every day or so to check email), but this is only for two 'calls' at the end of my two weeks in Spain.
I rang customer service to speak to them as I found it a bit strange that I would only be charged twice, and at wierd prices, and as i was waiting I logged on to the website and looked at 'recent charges'.
Over £80 of data charges from my trip are going to be on my bill for next month!!!
Having looked into things I can see that the first charge is from 6959KB of data charges and the second is from 32614KB (!) of data charges.
Having done a quick bit of maths where 1MB=1024KB this means that the first charge is approx 6.795MB and the second aprox. 31MB of ussage.
O2 say they charge £2.94/MB (which is very high!) however, the EU have just brought into effect from 1st July 09 a "MAXIMUM wholesale cap of 1euro" (there is info on the europa.eu site but Im not allowed to post links yet...)
Can I argue against the cost of each MB? I also disagree with the amount of data apparently downloaded each time, but I dont think it will be easy to argue that..........

Here's an addition to the information above:
I think that the amount of data accessed whilst abroad is high.
I have trawled through my old bills for the last few months and averaged out the daily KB usage as approx 1500. Whilst abroad I have apparently downloaded on 10 of the 16 days holiday MORE than my average of 1500, with data receiving turned OFF for most of the day. In fact, there is one day where I apparently used 11,000KB - I have never come close to this EVER in one day throughout my entire BlackBerry life!
