Someone nearby has installed one of those electronic cat scarer things, people are not meant to hear them apparently, well i can, and if i go into the garden or have the window open i hear a highpitched sound every 20 seconds which is very annoying.

I understand kids can also hear them

Will the council do anything about it, im not sure what house its coming from.

The council has a duty to "take such steps as are reasonably practicable to investigate the complaint." Whether they will or not is another question.

Phone up your environmental health department and say you wish to report a 'noise nuisance'. They should turn up with a noise meter (a hand-held 'box' with a microphone attached). It would help no end if you can get others who can also hear it too (to avoid the council running around on the whim of a tinnitus sufferer!) as several people will also give the complaint more clout.

I know that older people lose high-frequency hearing range, so it might not be any good asking people who are a lot older than you (though obviously the device could be faulty and emitting the wrong frequency so everyone can hear it.)

Would the detector pick up the noise ?

I had one of these that was doing the same thing, I got fed up of the noise & chucked it in the shed, plus it wasn't doing anything to scare the cats!! I recently came across the instruction manual for it and reading that it should be inaudible to humans I asked about it on here and low and behold found out the reason I could hear the annoying beep is because its broken!!
I don't know that the council will do much; especially as you don't know which house its coming from and even if they do you'll probably have to submit a dairy & have them take recordings and you could be looking at a month(?) before they have a word with your neighbour.
If its in their front garden they are easy to identify, follow the sound & look for a 30cm high green box with a PIR sensor on it sticking out of the ground. Once you've found out whose got it I would think it would be quicker to knock yourself and politely tell them you suspect their little gadget is faulty because it shouldn't be audible.
If you still can't work out exactly whose got it and the search area isn't too big why not put a little note through a few doors simply saying whoever has got it its more than likely faulty. You never know they might even be thankfull if its still within it guarantee period, they've probably spent atleast £20 on it.

Sorry to disappoint you if you thought you had developed super powers (Lol!!) I don't think you've got super human hearing, if you can hear it then they can hear it and the cats certainly won't be being bothered by it!!

Mine was an STV610 Sonic Repeller if it helps.

The proper/decent/recommended ones cost about £30-£35 or they did when I was looking for one, a lot of people might be like me; sick to death of cats, heard some good things & some bad things about the sonic repellers and want to give it a go without spending a fortune. I should have known better, I bought mine on eBay and I guess the saying really is true... "You get what you pay for!"
When I was trying to work out if mine was broken or not I did alot of research and the decent repellers omit a frequency much higher than the human hear can detect.
I've got pretty good hearing and when I was using mine I couldn't hear it from 5 or so house widths away (if that makes sense??) The one annoying you is probably pretty close, if you get on with your neighbours it couldn't hurt to give them a knock and ask.

Deanos, you probably haven't lost your high frequency hearing yet.

That's how those 'Mosquito' things work, to stop kids hanging around where they cause a nuisance.

We were in Carlisle at the weekend, walking through an alley next to McDonalds, where lots of chavs and wasters used to hang around...

I observed that there were (unusually) no chavs there, when I noticed that my 2 daughters had their fingers in their ears....as they were being deafened by a Mosquito that I couldn't hear!!

Shows that they work though...not a teenage chav to be seen!
