I live on a side street near the prom in Bispham and I would say that it is quite safe to park on side streets for free.You can then walk into town along the prom and maybe get a bus back. Queues for trams at lights weekends are horrendous. There is a car park which not many visitors know about in the centre of town which is behind the towns register office. Google for directions. I dont know how much this costs though and could be just available at weekends.0

If your planning on using the tram you can buy a day pass. Thinks its about £6 each and then you can hop on and off wherever you like.
