Won item but cant get item from seller !!

Hi all .... last night i won a computer on ebay from a guy who lives about 5 miles from me .so 10mins after the auction finished i messaged him saying i would like to pay cash and collect from him whenever it was a good time for him , a little later i got a bill from him for the p.c. and £15.99 postage and a short message saying he was going on holiday to Bulgaria tomorrow so needed paying tonight so item could be packed up and dispatched in the morning..i sent a message back at around 7.30ish saying no problem as i am so close to you i can collect tonight as it would only take me 10 mins to get there.
At 10 pm it was obviously too late to collect last night so i sent another message saying that i was not prepared to pay the £15.99 postage as i was so near to him and his advert clearly stated collection was an option and that i could collect in the morning anytime after 7am before he goes away or i dont mind waiting till he gets back off his holidays and will collect in a week or so >?
He replied with .........i am sorry the advert was wrong i am leaving for Bulgaria tomorrow and i dont know when i will return !!! In the circumstances i will cancel your bid !!
where do i stand ? the guy obviously does not want to sell to me for the price i won it at and is coming up with crap to get out of it ? am i in my rights to report him to ebay and neg him ?? cheers M.A.K.

Did you agree to the collection BEFORE bidding? If not, then you need to pay the postage and have the item delivered to you.Should've = Should HAVE (not 'of')

It says that collection was "an option" i.e. the auction wasn't stated as collection only, hence it's common sense and common courtesy to ask if collection is OK BEFORE bidding.
The auction was no doubt set up with postage/courier in mind, as they were hoping that someone would pay instantly, and it could be sent out instantly.

Sorry, but this is absolute nonsense.
On that basis you'd have to ask if whatever method you wanted was OK whenever there was an option.
If they say collection is an option that's part of the whole deal.
If they don't want the buyer to collect they shouldn't have put that in the listing.0 -
At the end of the day you can't make him sell, raise a deadbeat seller dispute, neg, move on.0

If you ignore the bickering. If the seller put pick up as an option in the listing and now wont adhere to that. You can report them as a NPS. There is a small chance they may tern around a report you as a Non paying bidder if they did do that pay them via paypal. Then you can claim that back as an item not received claim. It may not be a scam they may just be stupid. If they contact you to ask for a mutual cancellation Refuse. This is how they would get there Final Value fees back. If they are not going to go through with the sale they shouldnt get those back.0

Report him to ebay and give him negative feedback! If he can arrange to go to the post office sure he can arrange for you to pick up!! What a total time waster!!0

If people post nonsense as if it is authorative information that needs to be pointed out very clearly otherwise it gets picked up and passed on and confuses everyone.
You do not have to check that sellers mean what they say before bidding.0 -
i dont think its a scam as such ...but i do think he was expecting to get more for the item ...he had another 2 computers with virtually the same spec that sold for less than mine !! so i wonder how the other 2 buyers have got on ? .... he has since sent me a request to cancel the transaction ? if i cancel then i suppose i lose my right to neg him ??
As for requesting if it was ok to collect .... if an advert states collection is an option then i expect to be able to collect ? if the seller does not want people to collect then they remove that option from the advert dont they ??0
