Paypal dispute or phone CC company?

Ive had people put in disputes on me in the past.
When my account went into the negative I assumed that the buyer didnt get his money until I transfered the money.
But what youre all saying is paypal take the money out of their pockets to give to the buyer?
Since around the end of 2008, Paypal will now refund successful ebay claims regarless of funds in the sellers account. They will then pursue the seller, if neccesarry via debt collection agencies, to recoup their funds.
As for returning the item tracked, you could send an empty envelope supposed to contain the bumper and as long as you can provide a tracking number Paypal will rule in your favour. Not that I suggest you do this.0
