Paypal dispute or phone CC company?

    Since around the end of 2008, Paypal will now refund successful ebay claims regarless of funds in the sellers account. They will then pursue the seller, if neccesarry via debt collection agencies, to recoup their funds.

    As for returning the item tracked, you could send an empty envelope supposed to contain the bumper and as long as you can provide a tracking number Paypal will rule in your favour. Not that I suggest you do this.
