Here is the scan of first demand

Predictably all caps and threatening language. I am quite surprised by how quickly they are threatening debt collectors! Though I notice that they have kept it all "may", probably keeping it legal side of threatening. Though the capitals is funny.
Any thoughts/ reassurances welcome please0 -
Perhaps a photocopy of that letter along with a few questions are in order. Especially about how the threatened Debt Collection Agency could have any standing to bring a Court Action. Ask for a copy of the "Letter of Assignment" which has empowered the Debt Collection Agency. they will of course not be able to produce one as legally this is not a debt (and if such a letter had been produced you would have received it and liability issues would have changed dramatically - but that is merely academic).
Or visit the Law Faculty and ask the professor (Stuart Bell I think) the same questions.0 -
Thanks for the advice. - all I have done for the moment is sent a letter appointing myself as the representative instead of the cars owner without admitting who was driving the car.0

Never buy a parking ticket in the first place [unless it's the last spot].
Ignore everything.
Never ever pay a charge, invoice or fine.
