£50 parking ticket advice please

I received the following parking ticket for being too busy on a course at york university to top up the car meter (£950 for a week at the national science learning centre and they don't include parking or let you pay in advance, so you have to try not to forget to trot out to your car to top up the meter):

and the reverse (I used some white to obscure the tax / plate from the other side as it was semi visible, nothing from this side has been covered up) :

Before appealing, or ignoring, or paying, I need to know what I am dealing with and it isn't straight forward.
The question what kind of ticket is this?
At first I thought it was private (toilet paper) but looking at the link http://www.york.ac.uk/admin/security/transport/civilparkingnotice.html it claims to be civil, but am I correct in thinking that it does not fit the layout for a civil ticket so it is not a PCN. It is also not on http://www.patrol-uk.info and does not have the correct lingo on the ticket.
If so, have I got grounds to refuse payment based on the fact it is claiming to be a civil ticket when it is not, or does this not matter a damn what they call their ticket?
the only other grounds I have are that "£50 does not reflect the cost to york uni since parking is only £5 for 24hours and I was there 14 minutes (according to the ticket).
Stipulations on the back also say "debit or credit card only" - could I claim not to have a debit/credit card ?
Also, for what it's worth, I am not a student or employee at the university of york so they cannot threaten me with suspension or anything like that.
Any help would be greatly appreciated including if people think I should just pay it

It's just a civil parking notice. However, by their wording, they are trying to make it look like a genuine Penalty Charge Notice. Naughty, naughty. I agree that it would be interesting to see what the reverse says. However, this has no bearing on its validity. It's not a PCN. It's an invoice, which they are representing as a PCN - looks very fraudulent to me.
OP, show us the reverse (just for interest's sake), but follow all the usual information re private tickets, ie ignore it.
ETA: I did think that it might be possible that there is some byelaw or local government regulation that allows them to issue PCNs, but surely, if that were the case, they wouldn't call them Civil parking Notices, would they?0 -
Sarah has identified it correctly. The Fraud element is arguable based on the contents so far displayed in my opinion. However there are clear breaches of business regulations and probably much more to be revealed by the contents of the obverse of the ticket.0

Anyway - ignore it. Just read some of the other stuff on private tickets. That's definitely what you have here.0 -
Do you think it worth appealing and telling them I refuse to pay it or better to just ignore it and ignore anything they send?
I will have to reply to the first demands due to the fact I am not the cars owner -something along the lines of getting the car owner to state "I was not driving" in a letter-, so that further letters are sent to myself, but other than that, just ignore?
Funny thing is if they'd given me a £25 fine doubling to £50 after 7 days I would have just paid the £25. -its the £50 straight off that bothers me.
Also, they say on the ticket to visit the link to see what happens if you don't pay, but visit the link and there is no such information.0 -

Don't give them any information of any sort including you were the driver.They will have to pay to get the details of the registered keeper and send them an invoice.
Warn the owner of the car this will happen, and they are to ignore it entirely.0 -

medical - you have a different matter to this since it is a council. My advice is to start your own thread, if you haven't already, and post pictures of your ticket.0 -
Ignore it, or dob them in it to the police for comitting a criminal offence under Section 40 of the Administration of Justice Act 1971.
