Your statement is wrong since metering services was unbundled in 2000. The meter operator appointed by your supplier is responsible for this activity. As an example BG only use three MOs nationally.

Sorry wrong again. The DNOs do not carry these out, in fact DNOs only work on meters in emergencies. This is genuine, I had the same letter 6 weeks ago and I rang them to fix a date, they came and changed it last Tuesday, the man said any meter between 10 and 30 years old is being replaced throughout the country.
