Your statement is wrong since metering services was unbundled in 2000. The meter operator appointed by your supplier is responsible for this activity. As an example BG only use three MOs nationally.

This is genuine, I had the same letter 6 weeks ago and I rang them to fix a date, they came and changed it last Tuesday, the man said any meter between 10 and 30 years old is being replaced throughout the country.
