Asda (in store) have/had a Nokia 1209 for £13. Like all Asda mobile phones it is unlocked and does not rquire you to purchase a top up. This would work fine with an Orange sim & Orange Wednesdays.0

There was a phone in the carphonewarehouse instore today for £4.95 ish. Sorry did not look futher at the details but all phones from CPW are unlocked.
Threatened to get my son this as he was looking at the ones at £349. He only needs a new one as first day of the holidays he jumped in the swimming pool, then wondered what was vibrating in his pocket!0 -
Look on ebay, filter on unlocked and orange for simlock and set a max price.0
