No not really but androids based on linux so it wins out.

And Android isn't really Linux:Although Android is built on top of the Linux kernel, the platform has very little in common with the conventional desktop Linux stack. In fact, during a presentation at the Google IO conference, Google engineer Patrick Brady stated unambiguously that Android is not Linux.Besides symbian isn't open yet.
Android isn't so open either. It uses a funky non-standard Java implementation, the SDK contains proprietary software, and you have to agree to a rather lengthy Google license agreement to use it. Google also releases updates to the SDK to its favourite developers before it releases them to the great unwashed.
Google polices the apps available for Android and removes ones that its carriers don't want (just like that mean old Apple).
The Symbian Foundation director said “Android is not open. It’s a marketing label. It’s controlled by Google. It’s a pretty label but I don’t think the use of Linux is synonymous with open and they may have made that mistake of assuming it is.”
Android does not meet the Open Source Initiative's Open Standards (neither does Symbian mind you).0
