Check with the local council if it requires a licence and whether it holds one.
The criteria for "Mandatory HMO licensing applies to all privately rented HMOs of three or more storeys and occupied by five or more people who form more than one household" Therefore, 5 tenants alone who are largely unrelated is enough to make this happen.
It doesn't have an impact on tax liability but means the landlord has higher health and safety requirements to satisfy.

Thanks for all the advice! I've been liaising with the LL's agent and she is going to look into something for me, fingers crossed it will resolve the situation - otherwise I guess I'll be moving house in November
