Problems with Orange charging for "subscribed" content - please help...

Back in December 2008 I contacted Orange regarding some random charges on my account. When they looked into this they said that the charges would be refunded and the subscription of this service would be cancelled so that no more charges would occur. The service is called 'TrafficTV'. The call between me and orange then disconnected and I never recieved a call back - I therefore assumed that everything had been sorted.
I looked at my online bill today and noticed that the charge is STILL being placed on my account now! I contacted Orange about this and they said that they were only willing to refund 3 months of the charge as it is my fault that I haven't checked. He told me that "I have to consider the best interests to the company" - I totally disagreed, of course! Who is considering my best interests? These charges are dated back to when I first signed my contract 21 months ago!!!
My question is - what can I do about these charges? I have tried to resolve this with Orange directly but have obviously not succeeded. I asked them for OFCOM's details - which at first he refused to give me saying that they do not have them (lie!) and then gave me them and a run of the mill correspondance address.
I am out of pocket to the tune of about £60 due to being charged a service that I never signed up to and have never even heard of - never mind used! I don't even drive - so why would I need a traffic application???
Any help at all would be greatly appreciated!

Without wishing to seem hash, its in your own best interest to check your bill every month rather than once since Dec 08. You seem to be putting all the emphasis on Orange when you appear to have done nothing to make sure that the issue was resolved. Checking the bill in Jan would have shown you that there was still a problem...
That's why they'll only refund back 3 months as you are responsible for making sure you bill is correct0
