As far as i am aware their is not a referal scheme.

Thanks for the reply. Actually, there is a referral scheme by which both the person taking the new phone and the friend with the PO Home Phone get £10 each:

(on page five, check the Discount heading, where it does mention the Refer a Friend incentive)
I have just moved into a new flat where there is a Stopped BT line (it does have a dialling tone and BT has told me they would reconnect me for free subject to a 12 month contract which I dont want). Although I have ordered now the PO Home Phone service, I am still unsure whether I will have to pay the one-off Connection charge. The pdf file above has another entry where it says "Home Mover where new premises has BT line" pays £0. And the website says:
"Install or activate a new line – depending on your situation, we may have to install a new phone line or activate an old one. The standard cost for a new line is £107.66, subject to survey. But don’t worry – if there’s an old line that’s still active, you might not have to pay"
I have been told on the phone that I would be notified within 48 hrs if the £107.66 service charge would apply and then I would have a choice to cancel if I am not happy with that before they go ahead. Fingers crossed, because I'd rather pay BT for 12 months + free reconnection than pay an one-off £107.66 to the PO.

How does the referral work please? I can't find any information online and I can't sign up online via a cashback site as I haven't got a phone number yet.
Is it just for home phone + broadband or does it work for home phone only?

Hi, yes the referral works only for phone sales, hence why not on the website and yes indeed it will work if ordering just the phone package, i have sent you a PM reference the referral if you still need it0 -

Connect a phone and dial 1470 17070 to find out the phone number, then go back to them and confirm the number to them. If you can do this there should be no charge to "unstop" your line.0
