    you can chargeback a payment from paypal however you need to fund the whole payment from a credit card. If you are paying with existing funds or even part funds, then you wont be able to do it.
    The safest way is to make sure the seller is "verified" That way they will have a UK bank acc. on file.
    This is also a fraud matter so you should contact the police.

    Just like to back up jonnyquango.......my bf can't get a credit card, yet he has a very recent Ebay account with paypal and is loving its benefits..................for the time being eh? :-/

    I guess one way to avoid this is to only buy from eBayers with at least 10 positive feedback... I know it's not fair on the newbies but you can't take any risks nowadays...

    I have got a suspicious looking transaction although its the other way around I am a seller.
    A buyer purchased a digital camera from me and he used paypal.

    Buyer has zero rating he wants the item sent tomorrow special delivery to a different address because someone is acting on his behalf for paypal, checked this other person he has also zero feedback!

    Although on checking the paypal transaction the status is completed buyer is unconfirmed and the seller protection policy/ineligible.

    So the question is if a paypal transaction is marked as completed, does this mean that the buyers funds have cleared?

    I'm not clear quite what you mean about cleared buyers funds. The transaction has been made as soon as you get the payment as long as it doesn't show as pending. However, and this is a big 'however', buyers have 30 days in which to claim a chargeback for any reason..they just have to say they didn't receive the item or something and paypal will take the money back from you and reimburse the buyer.

    It is a little bit more complicated than that but if you ask on one of the dedicated 'alt' ebay newsgroups (do a google search for ebay newsgroups), you will see this problem is discussed over and over again.

    If you don't like the feel of the transaction then refund the payment and ask for a cheque instead and wait for that to clear before sending the item. You do risk a neg though for not standing by your terms and conditions but it might be better than losing money if you are worried about a scam.

    Having said all that as a seller my buyers use paypal in approximately 90% of cases and even with no feedback buyers I have never had a problem (yet!). My only problem with paypal was as a buyer with an underage seller who mistakenly added paypal to her listing and then coudn't open an account.

    Apparently there is a scam going around and there have been a some sellers caught out with this one.
    Even though the payment is marked completed on the paypal site it is not necessary the case. Paypal can withdraw the payment at any time stating “'unauthorised credit card used.” This could be something simple like, not enough funds to clear on the card etc

    With my paypal transaction there was also a “seller protection policy/ineligible” which basically means there is no protection from paypal if things go wrong!
