I am bipolar - manic depression. I only mention this because this info may help me to reduce my fine.

I would not try to appeal on this point. The counter argument would be a question of whether you are fit to drive or not.
    Gone ... or have I?

The signal was in plain view just below the traffic light. I just did not notice it.

and that makes it sufficient does it? You know that it is the correct, prescribed and correctly drawn and sited sign?

    HappySad.

    Chill and listen. £360- right.

You can possibly save it but you must give the info.

Basic stuff like 'what have you actually received and from who' would be a start. Please!?

Council are unlikely to be sympathetic at all about your health issue.

However, it is also none of their business re your fitness to drive and why someone should speculate on that is beyond me. It is a matter for your GP and the DVLA and people should not presume it has not been addressed.
I have noted permission to drive from the DVLA for one of my own disabilities.
