With the run of bad luck i've had, with cyerians, and the estate agent, sometimes I just don't know where to turn.join a landlords association.
use a referencing company for a full tenant check - not just credit check. You will get discounts for this through a landlords' association.

You didn't 'join' Landlord Registration Scotland as such because all private landlords are legally obliged to register their properties on it and there are penalties for non-compliance!
Some of your experiences, such as marketing, screening and dodgy agent, sounds to me like text book amateur landlord stuff, you sound out of your depth. Unsuitable tenants love to hone in on a novice landlord in order to do the sob story stuff and pass some weak screening, as you've found out.
Perhaps that rental property was an unwise investment due to its large size and location as it's not attracting the working tenants that you'd hoped. A professional couple is bound to want a 1 or 2 bed property in the city centre. A working couple are either likely to have few kids or a not so generous rental budget which would mean the attraction to a 2 or 3 bed place or they can afford to buy their own place.
If you choose to get an agent, get one that belongs to a professional body.

If you know this womans address, I would be tempted to write to her, thanking her for the interest she showed in your property, but firmly declining a tenancy agreement, wish her luck in her housing search and be sorry that you cannot help her any further. Im gonna be generous to her and suggest that perhaps she is so thick skinned she hasnt understood the word NO, ultimately that isnt your problem, however having it in black and white might get her off your back and if it doesnt..........
Keep a copy of the letter you send and a diary of any further texts, contacts, stalking etc and be prepared to drop it in the lap of the police if it continues - you are being harrassed and bullied by this.
In any further advertising you could perhaps insert the 'previous applicants need not reapply' - I would hope this isnt viewed as discriminatory, since it isnt aimed at exluding people based on race, age, sex etc - you are merely aiming not to waste peoples time, you have the details already of those interested - they dont need to apply again, you would contact any suitable tenants and inform them that the property is available.
If you are a private individual you cannot be 'done' for being discriminatory (unless you are, for example, inciting racial haterd). However, if you are an RSL (registered social landlord - or Scottish equaivalent) then you do have a duty to promote equality. Can you clarify if you are acting as a private individual?0
