If you phone somebody on their mobile phone when they're abroad is it more expensive than ringing them when they're in this country?

For him - yes.
For you - absolutely not. You are not the one using foreign network. That what roaming charges are for.

The person who is abroad will have to pay to receive your call (or voicemail) but doesn't pay to receive a text.
