Item didn't arrive, seller refusing refund?

Hi,
Paid by Paypal for an item. Did not arrive. Contacted seller.
Seller said because it was sent 2nd class non recorded that they are not responsible as they got a proof of postage...??
They are basically saying I should have paid for recorded and it's my own fault.
Surely it is the responsibility of the seller?
I have started a Paypal dispute and that was the seller's reply.
Am I wrong in thinking the seller should refund and then claim back from RM w/ proof of postage?
Is the seller being awkward or am I wrong here?
Does anyone know the link to Ebay/Paypal policy on this? I can't seem to find anywhere that explains such a situation.

Just escalate it to a claim and paypal will refund you from their account.0

You are right, seller is wrong. As katy-lou says escalate to a paypal claim and the money will be refunded to your account if the seller cannot provide proof of delivery.0

If the seller can't provide a tracking number then Paypal should find in your favour. It's the sellers responsibility to ensure your item gets to you safely.0

This crops up all the time. it is the sellers responsiblity. make a pp claim.0

The seller obviously doesn't have a clue if that's their defence to an Item Not Received claim. You will get a full refund. Also, if they leave it to Paypal to resolve it I think there's either a £7 or £10 fee the seller has to pay for their trouble. Not entirely sure if that applies in every instance, but your seller is not remotely smart in any case and as far as Paypal are concerned they don't have a leg to stand on.0

With all the changes ebay have made lately, ex certain things having to have free p/p/ and then listings having to have paypal as a method of payment, i think it would be a good idea if all sellers had to have p/p as recorded delivery.
That way every buyer knows they're paying for the same service as every other buyer on ebay and would make claims so much easier for the buyer and seller alike.
About 4 years ago now i had a parcel not turn up, the seller was fab and provided the proof of postafe for me. I contacted royal mail and put my own claim in for the lost parcel and got refunded from them.Mummy to two girls: October 2013 and February 20160 -

I wouldn't say your seller was fab - quite the opposite in fact!
As already said, it is the seller's responsibility to ensure you get your item and it is the seller who has the 'contract' with Royal Mail, so any 'fab' seller would have issued you with your refund and then sorted out the claim with Royal Mail themselves.0 -

yeah does my head in when sellers offer this, its just lazy.0
