Now can someone help me? I have Adobe photoshop elements and would like to reduce the size of some photos to passport size but critically without losing any quality. Can someone tell me how to do that?
I do this in photshop for passport pics follow the guide on this site enter the correct sizes for passport and the dpi.
I think crop tool works the same in elements.

What you want is a photo optimizer tool, not a simple crop.
You're in luck - there is one in photoshop elements. Simply use the Save For Web command and follow the intstructions in the dialog box
