I'll probably get boo's and hisses for admitting this.
My husband is a CEO in another area, not near London. In this area, you have 6 minutes to return to vehicle before a PCN is issued. As it was right at the 3 minute mark specified on the website, I would probably appeal. You really have nothing to lose and you may get a sympathetic reviewer who will cancel it, especially if it is the first ticket he's gotten.
Make sure you tell them of any extenuating circumstances as to why he didn't return to his vehicle within the 60 minutes allotted. Also appeal as quickly as possible and ask that if the appeal is denied, that you still be able to pay the 50% discount of the fine that is given if paid within 14 days.
Remember that all CEO's are not out to get you. They're just doing their job as per the TMA 2004 and council instruction . Some are rather gung ho on it and in my opinion do not use common sense. Others, including my husband will gladly not issue a PCN if someone returns to their vehicle before he has hit the issue button.

Did the ticket state an "Observed From & To" time?
LB Enfield have this on theres but I had a ticket from them which only stated one time rather than the from & to.
When I wrote to them querying this they cancelled the ticket straight away.
Worth checking.0
