Is it worth appealing this?

My OH got a PCN in his company car on Thursday from a council in London (civil enforcement).

The ticket expired at 13.04, and my OH arrived back at 13.08, with the ticket having been issued at 13.07.

It says this on the council website:

You don’t issue a parking ticket unless 3 minutes penalty time
is shown on the meter. Isn’t this a ‘grace’ period?

The three minutes is an allowance we give as we recognise that
your watch and the parking attendant’s will vary. It is not a grace
period and you should always aim to move your vehicle before the
meter goes into penalty.
The same principle applies to all the other parts of the protocol
where a 3 minute allowance is given.
We do not cancel tickets where the meter is three minutes or more
in penalty or the Pay and Display ticket has expired by three
minutes or more.

It would seem to me that as the ticket was issued bang on the 3 mins, we don't have a leg to stand on, but I wanted to run it by you guys anyway.

    As it's such a close call you could appeal & ask for a copy of the CEO's notes to make sure his/her hand held was synchronised with the pay & display machines time before the ticket was issued.
    Always try to be at least half the person your dog thinks you are!

    That's what brasses me off about the whole pay and display system. Wherever I go, the pay and display meter clocks are always slow so you're getting less time than you've paid for. When I asked a parking attendant the time, his watch was bang on. Surprise, surprise.

    Own a business and short change someone and you'll have trading standards down on you like a ton of bricks, but it's one rule for us and another for our local government.

    So his watch being out of sync with the meter clock sort of invalidates any ticket issued doesn't it? It matters not which is correct, they should read the same or you go back by the meter clock and get done by the CEO with his clock being faster.

    OP - it would be helpful if you could follow the advice on the sticky on the front of this board, and post up the ticket (ALL of it) and photos of where you parked - any signs and road markings. Then someone will be able to assist you.

    If a clock is slow I always take a note of the meter number and phone the council. They do fix them, but it hasn't happened to me very often.

    Good advice as always but how often is it followed? I think this will be another one post thread :mad:
