Strange request to call eBay

Hi,
I opened a PayPal dispute (then escalated it to a claim) for a CD I bought on eBay which didn't arrive. I have received the following email from eBay suggesting I call them:
Hello XXXXXXXX,
We're sorry to see you had to raise a PayPal dispute for an item you bought on eBay recently (XXXXX CD - 122345789999).
We have recently started trialling a new service to help buyers resolve problems like this quickly and easily.
Please give us a call on 020 8XXX XXXX and press 6 to speak to a member of our specialised team:
Monday - Friday: 8:00AM - 9:00PM
Saturday - Sunday: 9:00AM - 6:00PM
We'd really like to get this sorted out for you, so we hope to hear from you soon.
Does anyone know what sort of service I will be offered if I call - is it a free service or something I'd have to pay for? The item in question is low value (£2) so I don't really want to incur additional costs (not even for the call, unless it's going to be something useful).
btw, the seller has provided 'tracking information' with a tracking number of 'not applicable' - he previously told me that he has proof of postage but not delivery. Do you think I'll get my 2 quid back?
Thanks.

Not sure about the new service but if the seller cant prove delivery you will get refunded0

Have recently heard of eBay refunding a small number of dissatisfied buyers outwith Paypal. Perhaps it's something to do with that? Apart from that I'm not sure, sorry.
If you continue with the Paypal dispute (raise it to a claim if not already done) you should find it is ruled in your favour as the seller has to provide proof of delivery. Have never heard of a seller winning a not received claim without a parcel being tracked to delivery.0 -
Ive just googled the number & it looks like it belongs to ebay, so may be worth a call.0

Since the number is an 02 number it will be charged as a landline call from your mobile or landline provider."This 'telephone' has too many shortcomings to be seriously considered as a means of communication. The device is inherently of no value to us."

Can you try a reverse charge call?0

Before you are transferred to a premium rate number you always hear a warning message. I'd personally call them just to get it sorted faster, but that's because I have free evening and weekend calls. If I had to pay for it I probably wouldn't bother either or would reply to the email telling Ebay to contact me instead. Or just wait for Paypal to resolve it. It will get resolved whether you call them or not, calling them will only speed up the process. This is a system account and does not represent a real person. Well I did call. Not a premium rate. Went through to a call centre, someone reviewed the facts of the case with me including the exchange of emails between me and the seller and said they would contact the seller on my behalf and try and arrange a refund or replacement. If nothing happens within 10 days I'll get a refund.
I'm not quite sure what to make of this. On the one hand I'm impressed that eBay is prepared to offer live assistance on such a low value item. On the other hand I'm not quite sure how this will get me my refund any sooner.0 -
I bought an item which turned out to be counterfeit. I went through the ebay system to raise a dispute and got the message to call the helpline. They sorted it all out for me and refunded me within 3 days by paypal so I would recommend ringing them and giving it a try.0

I think this stupid. Ebay is an on-line service you should be able to sort the problems out on-line. I tried to report someone on a Sunday night and kept getting a message to call Ebay even though the lines were closed. I think Ebay should offer the option to call Ebay as some people prefer to deal over the phone but not force people into calling Ebay like they seem to be doing.0
