LloydsTSB Fixed Rate Cash ISA

I have ISAs in several banks and am thinking about consolidating them and perhaps adding this years allowance into the LloydsTSB Fixed Rate Cash ISA. The total sum I have to invest will be approx £15,000. As I understand it, the interest rate for this will be 3% for the total amount (it says that amounts over £9k will earn 3%; balances between £3k-9k will earn 1.5%)

However, I am a little worried that it will mean that I will earn 1.5% for the first 9k and then 3% thereafter. I phoned LloydsTSB but the person I spoke to was actually unsure about this!!

Just wondered if anyone has any experience of this ISA and know whether I will earn 3% on the total amount.

Also, are there any other ISAs that you would recommend? My Cash ISAs in the other banks are all earning a pittance in interest at the moment, since they were all fixed rates and are now maturing.
