  • JJ, looks like the act applies to England and Wales only. You need guidance and your local council planning dept and water board will help you sort this out first thing on Monday morning. In the meanwhile, it might be a good idea to take as many photos this weekend as you can - buy a disposable camera if necessary, and dig out any old photos that show the yard and garden as they were before all this started.

    Jammin, do you have a Citizens Advice Bureau over in NI? That would be my first port of call if you get no joy with the council/your insurers. It sounds like your neighbours are taking the pi*s.

    Hope you get it sorted out - I hate people taking liberties!
