cheapest unlocked handset to use with sim only offers

Hi - to take advantage of the sim only offers can anyone suggest best place to buy a very basic mobile that I can use with 02 please? I currently have a 3 mobile but am not sure if I can get it unlocked so wanted a fallback. Carphone warehouse does one for about 19.95 but it is with an orange simcard - would I have to get it unlocked?

You can get a 3 phone unlocked for £15 from 3 customer services.
all phones from the carphone warehouse group come unlocked

That wasn't our experience a few years ago.

However, Dialaphone have always supplied us unlocked PAYG phones, the most recent being a Sony Erricson T303 about 6 months ago. They were about the cheapest I could find for that phone, plus we went through Quidco and got £5 cashback, and it came unlocked. The downside is that we did have to buy £10 credit on Orange at the same time.
