Incorrect registration number

I got a parking ticket today but the registration number listed is not mine. The number listed is slightly wrong, but other details are correct, such as make and model. The attendant took a photo at the time.
The ticket is a PCN from a local council.
My question is whether this is enforceable given that the car listed is not mine?
I assume they will issue a notice to the registered holder of the vehicle listed. Would they then be able to come back on me given that the photo would have the correct registration number?
Would it be better to appeal rather than ignore it, assuming I would have valid grounds to appeal?
Did the attendant take a photo of your registration plate?
Are the letters and numbers on your registration plate displayed with the space where it should be and not all bunched together to personalise it in some way.

What is the relevance? As others have said, if the PCN notes an incorrect VRM then it is not valid and neither is any subsequent action the Council may attempt to take.0 -

Because some number plates, especially the older plates have lots of 'O' s and '0's which make it difficult to establish which is which.......especially if the plate has been modified to look like a private number with the gaps either closed up or in the wrong places.
Thats one of the reasons the photograph is taken.;)

The registration is a normal, unedited one with no zeros.
The attendant did take a photo, but more of the car in general, not the plate specifically.Dan Woodruff
