My Dad has recieved similer emails recenly, so I think it is a spoof.
It is very easy to make it look like and email is coming from ebay, or any other company.

I've had a couple of these before.
I just ignore them, but always check my Paypal account anyway
-WHICH IS WHAT THEY WANT YOU TO DO BY CLICKING ON THE LINK IN THE EMAIL.!!
    Dont do it.
NEVER, NEVER click on a link in an email from Paypal or ebay (or anybody else if you can avoid it)
Just go to the Paypal / ebay / bank home page and log in to check your account.
    Probably be fine.

I still dont believe the number of people who happily click on email links to access their accounts. Dont do it.
    I know nothing - really!!

Ok seriously, you have £57 in your account.
What email spammer is going to make that happen?
    SOMETHING has been compromised.
And for the record - all supposedly spoof emails sent to Paypal will come back with them telling you it's spoof. They tell you EVERY email is a spoof.

Whoever sent this email knows your full name. Ebay and PP always use your name.

Ok, this is where you have to look beyond the obvious and get creative :)

Picture this possible scenario. I am guessing here - it may be right, it may be wrong.

    1. Hacker hacks your PP and ebay accounts.
    2. Hacker bids on some straighteners and pays for them using your PP account. You don't notice. (perhaps they have hacked your email too)
    3. Someone reports the transaction as fraudulent, and ebay refund you.

I don't want to worry you unnecessarily - but I do think you should get to the bottom of what's happened.

Anyone can send you money via paypal if they have your paypal email. Does it show as coming from Ebay? If so does it look legit or like someone has named their paypal account as close to being Ebay as possible?

AFAIK you can't rescind private payments so I'm not sure how they'd scam you. Unless the payment is from an empty bank account and will shortly be reversed, but in the meantime they've got you to return the money from your valid payment option?

    Dear xxxxxxxx xxxxxxxxxxx,
Is that your real name? I'd suggest editing your post to remove it :)

Ebay international AG is the name they use to give you refunds for disputes, and that is the email address. It looks exactly like the one they sent to me a couple of months ago for a dispute hurrying up thing. Maybe ebay just sent it to the wrong address? You need to phone them I think
This is my opinion. There are many others like it but this is mine

I am a professional ebay seller. I work hard at my job, I love my job, if you think it's silly that's your problem not mine. :p
