O2 iPhone Data Charges Whilst Abroad

Hi, I recently went to Turkey and switch all my data roaming off in my iPhone settings. On one of the days I knew I had an important email so I decided to download it, unknown by me it had an attachment on it which was 700kb. Whilst loading the email the iPhone seemed to time out and lock up a few times so I retried the email a few times.
Once I received my bill I have been charged for over 6000kb of data as it seems every attempt to download the email has been charged for, I complained to o2 online and have had a response saying they will pass this to the 'Technical Team' - I waited a few weeks and contacted them again and again was told that they will pass this to the 'Technical Team'. I have called o2 today and was told they will pass this to the 'Technical Team' again
Just wondering what people's opinions are and any advice. I have no problem paying holiday rates (even though they are £6 per mb) for data that I have used (less than 1mb) but paying for failed download attempts, due to either a dodgy phone (which incidentally I've had replace by Apple now for a different problem) or dodgy signal seems unfair.
What do you guys think?

O2 will have been changed by their roaming parter over there for the data used, as far as they're concerned data is data, it doesn't matter what its used for.
They may wave 50% if you press it though.0 -

I don't have an iPhone but I would've thought it would be better if the phone downloaded the email and then gave you the option to download the attachment rather than just trying to download the whole lot. Is this a setting that's available?0
