No retention deal for O2 Long-Standing?

My mum has been with O2 since its very beginning as BT Cellnet and was on a SIM-Only deal for 12 and half of those years.
She took an upgrade in 2008 for the Samsung G800 where they awarded her a £10 discount per month for the entire contract, this is the first time any retention deal had been accepted on this account.
Now, my mum is wanting to upgrade to the SE W995 which is admittedly a brand new phone which O2 aren't so able to discount.
The problem is, Orange are able to offer 600 mins and Unlim texts, with the free phone for £25/month, whilst O2 will only offer the same deal for £35/month.
This means, even after 14 years of spending at least £25 every month, O2 cant stretch to lower the tariff.
Any ideas how I might be able to get this sorted for my mum so she'll be able to stay with O2 and get the same deal as Orange offer?

I'd been with O2 for about 3-4 years before I renewed my last contract a few months ago. I rang them up to cancel so I could get the new Blackberry on Vodafone but O2 offered me the same £35 per month deal on the Samsung Pixon (which I think was pretty new at the time) for £20 due to my customer loyalty.
Surprised they won't offer something similar to your mum as I think pretty much the only phone they wouldn't discount was the Iphone.
Have you mentioned to them that you can get a better deal on Orange?0 -
Phone and ask for the PAC code, when they ask why you want to leave say all of that, including the bit about Orange, then they might match it. Apparently o2 are being awful for retention deals at the moment though, so good luck!0

Yeah Im aware of the iPhone because the tariffs are determined by Apple.
But in regard to the W995, I was basically told they can no longer offer loyalty discount like the did previously (£10/month off) and that she would have to pay £35 for 600 mins and Unlim. texts which is the SAME as a new-customer tariff anyway so there seems to be no retention going on here at all.

Don't count on them giving you any good deals.
I called to cancel and was given my PAC straight away, they weren't willing to make me an offer to stay0 -
Thats so stupid, they used to throw in anything you asked for. It annoys me that we've got two iPhones at this address and then this contract which is amongst O2's longest-standing and they can't even match another company's deal.0

I renewed in April and they bent over backward to keep my custom, can't believe they're now being so stingy with their offers.0

As you've been advised previously, it's harder now to get discounts on accounts. The best thing you could do is hold out a few months hoping they can improve discounts or simply go to Orange because you won't get the same deal that Orange are offering on the W995.0
