The self-lighting charcoal contains flammable solvents similar to lighter fluid. As far as I know there is no legal age restriction on these products.
However, just because there isn't a law in place doesn't mean there isn't some form of local rule or request gone out from the police for shops to ID people purchasing these. Perhaps there have been some recent arson attacks or kids have been starting fires using these bags?0
