A friend bought a mobile from ebay which was supposed to be barred. when he inserted a 3g sim card it perfectly worked. does this mean it is not barred (blacklisted). or to three it is still reported as lost

this does not answer my question.

It is a friend who bought this from EBAY, and this is his problem. As I told him if it works fine then it s not lost nor stolen if you understood the question.

Just call 3 and ask, if its lost or stolen it can be given back to its rightful owner and the seller reported to the police and if not he knows hes OK.
