Shill bidding scam! Avoid this seller!

Hi, could someone else look at this and tell me that I'm not just being overly suspicious. I came across a seller on ebay who had a few things that interested me, so I checked her feedback, etc.
But I noticed that 2 bidders' names appeared consistently in almost ALL of her auctions - bumping up the bidding, but not necessarily winning the items concerned.
Here is the seller's shop - zoe7978
Here are the suspected shill-bidders - widgettart and osw2003klj (these links are to the auctions they are currently bidding on. However, if you search on the closed auctions they have bid on (but not necessarily won) then there are literally hundreds of auctions owned by zoe7978.)
Needless to say, I have steered well clear of buying anything from this seller! But it just annoys me when I look at the genuine buyers who are paying artificially inflated prices on her auctions!
I don't normally get involved with situations like this but I actually reported this seller to ebay last week, thinking that something would be done about it. But so far nothing has changed!!
Are ebay more concerned about the huge fees they must be making from this seller than they are about protecting other ebay users?
I would be interested to hear what other people think about this.

When ever I bid on anything I always check for shilling. You will be suprised how often it goes on.

On eBay's shill bidding page they give a specific example along these lines:
