Virgin broadband - are they restricting it?

My broadband is with Virgin. I believe it is the basic one, 2mb. Have heard somewhere that Virgin are restricting their broadband service in way of downloading etc.
Could someone explain what they are doing and why.
Use mine for general surfing, emailing and minor downloading (not movies or very big files) and have not noticed any change. Use my internet from 9pm till 3am.

Problem with having access to internet is that i get asked by many to solve their problems

They "throttle" the connection down to about 25% speed if you download or upload too much (it's on their website) during certain periods in the day, iirc the times are something like 10am-3pm, and 4pm to 9pm, so with your browsing habits you wouldn't trigger it
