In Opera --> Tools --> Preferences --> Advanced, have you checked that Smooth Scrolling is enabled??

I have found that In tweak UI if you have got it just lower the lines at a time to be scrolled to two, TweakUI

Start, All Programs, Powertoys, TweakUI, Mouse, Wheel, Scroll By 2 lines, OK
