Transfer ISAs to other people?

Hi all.
Had an interesting thought today. Is it possible (legal) for one person to fill an ISA and transfer it to another? Thus the person receiving the transfer would have not technically invested greater than their £7,200.00 allowance (assuming they have already done so) for the tax year?
