It depends on a number of factors.
1) Mileage
2) How it's been driven
3) Is the clutch slipping? (put it in a high gear going up a hill and see if it slips out of gear
4) Is it making any whistling/whining noises?
The only reason some people do it, is due to replacing the clutch often means getting the gearbox out (labour = time = money).
If you're happy the clutch is ok, leave it. I wouldn't my tyres just because they had to get the wheels off for some new brakes.
It may also be worth contacting local scrap yards for gearboxes, i highly recommend sourcing one from an AUTOMATIC, due to the fact it's nearly impossible to rag them! I'm pretty certain the 2002 Seat Leon & MK4 Golf share some gearboxes

I think just about 100% wrong……
The clutch depends on one thing only…..how much life is left in it which your mechanic will be able to advise you on.
Wheels don’t take hours to remove & refit so the change tyres analogy is just silly but not as silly as the suggestion to fit an automatic box to a manual car.
OP....... Odds are it’s either the cables or internal selector forks, depending on the prices it might be worth getting the existing one repaired as you’ll get a guarantee. A scrapyard box might only be a few miles younger than yours and whilst you’ll get a guarantee it will not cover labour costs. Let the garage arrange it all and the whole job is covered
